High water table for concrete footings

I am building a garage addition and the water table is very high. When I dig the hole for the footings how do I keep the water out of the hole until the footings and foundation walls are built?

A small sump pump many times works.

Keep in mind that the building inspector does not want to see standing water in order to approve the excavation for the footing.
